NOTICE OF A REGULAR MEETING

Notice is hereby given that the Collin County Commissioners Court will meet in REGULAR SESSION. Following is the agenda for said meeting:

COMMISSIONERS COURT MEETING

1. Call to order. The court will convene in open session for consideration of the following business matters:

4. Consent agenda to approve:

a. Disbursements for the period ending April 25, 2017, Auditor.

b. Indigent Defense Disbursements, Auditor.

c. Advertisement(s):

1. Enterprise Evidence Management System (RFP No. 2017-092), Information Technology.

2. Road Striping (IFB No. 2017-191), Public Works.

3. Tax Statement Preparation and Mailing Service (RFP No. 2017-202), Tax Assessor/Collector.

d. Agreement(s):

1. Interlocal Agreement with the City of Weston for Animal Control and Animal Shelter Services to set the rate for FY2017 to be effective May 1, 2017 through and including September 30, 2017, Development Services.

2. Agreement for Professional Services with Justice Benefits, Inc., declare Justice Benefits, Inc. as the sole source provider for Federal Financial Participation for the State Criminal Alien Assistance Program (SCAAP), grant an exemption from the competitive bid process per V.T.C.A. Local Government Code 262.024(a)(7)(A) and further authorize the Purchasing Agent to finalize and execute same, Sheriff.

e. Ratification of the County Judge's prior approval:

1. County overtime for the pay period ended April 23, 2017, Human Resources.

f. Budget adjustment(s)/amendment(s):

1. $7,247 to reallocate funds for the Spay/Neuter Program, Development Services.

2. $7,500 to cover the cost of a visiting court reporter through the remainder of the fiscal year, Probate Court.

g. Filing of the Minute(s), County Clerk:

1. April 10, 2017.

h. Miscellaneous

1. Acceptance of the Comprehensive Annual Financial Report for the fiscal year ended September 30, 2016, Auditor.

2. Sale of property located at 93 County Road 492, Princeton, Texas (.361 acres of land out of Abstract 866, J. H. Stanford Survey, Volume 386, Page 762) as recorded in the Collin County Deed Records to Daniel Copeland upon the payment of $10,750, County Judge.

3. Final Plat for the Highland Crossing Addition, Engineering.

4. Donation of fire prevention materials listed in Exhibit A of the Letter Agreement with the City of Princeton and further authorize the Purchasing Agent to finalize and execute the Letter Agreement, Fire Marshal.

5. Personnel Appointments, Human Resources.

5. Budget amendment in the amount of $30,000 for professional services to define the requirements for replacement of a malfunctioning heat exchanger at the Collin County Adult Detention Facility, Facilities.

c. HB 2702 Interactions between law enforcement and individuals detained or arrested on suspicion of the commission of criminal offenses and the confinement or release of those individuals prior to prosecution.

d. HB 2861 Texas Department of Transportation and regional mobility authority comprehensive development agreements.

e. SB 68 Eligibility for service retirement annuities from the Employees Retirement System of Texas of certain elected officials convicted of certain offenses.

f. SB 83 Protection of energy critical infrastructure from electromagnetic, geomagnetic, terrorist, and cyber-attack threats.

g. SB 399 Nontolled lanes on a highway that has been converted from a nontolled highway to a toll project.

h. SB 891 Prohibition on converting state highway lanes to tolled or other types of managed lanes.

i. SB 1383 Overweight Milk Trucks on County Roads.

j. SB 2053 Distribution of the consolidated court cost.

EXECUTIVE SESSION (upon recess of GENERAL DISCUSSION)

Executive Session, in accordance with Chapter 551 of the Government Code, to discuss the following subjects:

Real Estate (551.072)

Acquisition of right-of-way required for the future Collin County Outer Loop between the Dallas North Tollway (DNT) and State Highway 289, Special Projects.

Acquisition of right-of-way required for the future Collin County Outer Loop – U.S. Highway 75 Interchange, Special Projects.

Any action resulting from the executive session.

The court reserves the right to convene into executive session throughout this meeting.
