NOTICE OF A REGULAR MEETING

Notice is hereby given that the Collin County Commissioners Court will meet in REGULAR SESSION. Following is the agenda for said meeting:

Call to order. The court will convene in open session for consideration of the following business matters:

Invocation – Commissioner Fletcher Pledge of Allegiance – Commissioner Williams Pledge of Allegiance to the Texas Flag – Judge Hill

1. Consent Agenda Items:

a. Disbursements for the period ending August 20, 2024, Auditor.

b. Indigent Defense Disbursements, Auditor.

c. Tax refunds totaling $151,882.12, Tax Assessor-Collector.

d. Advertisement(s):

1. Mowing - Various Locations (IFB No. 2024-346), Engineering.

e. Award(s):

1. Carpet Replacement at Juvenile Detention Offices (Coop Quote No. 2024-424) to Gomez Floor Covering, Inc. through BuyBoard Cooperative Contract No. 736-26, Facilities.

f. Agreement(s):

1. Interlocal Cooperation Contract between the Collin County Sheriff's Office and the Community Supervision and Corrections Department for the SCORE/VALOR programs, Adult Probation.

2. Interlocal Agreement for Jail Services, Out of County Housing (Contract No. 2024-384) with Archer County, Sheriff.

g. Change Order(s):

1. No. 1 to Vertiv/Liebert UPS Maintenance (Contract No. 2024-155) with Vertiv Corporation to remove various standard maintenance services from the contract and further authorize the Purchasing Agent to finalize and execute same, Sheriff.

2. No. 2 to Road Materials, Aggregate for Surface Treatment and Rip Rap (IFB No. 2022-333) with Vulcan Construction Materials LLC d/b/a Vulcan Materials Company to extend the contract for one (1) year through and including September 30, 2025, include a price redetermination, and further authorize the Purchasing Agent to finalize and execute same, Public Works.

h. Contract Renewal(s):

1. Road Materials, Flexbase (Grade 1, Type A) (IFB No. 2023-343) with JCL L4 Construction, LLC to extend the contract for one (1) year through and including September 30, 2025, Public Works.

2. Road Materials, Flexbase (Grade 1, Type A) (IFB No. 2023-343) with Denton Trucking Company to extend the contract for one (1) year through and including September 30, 2025, Public Works.

3. Road Materials, Aggregate for Surface Treatment and Rip Rap (IFB No. 2022-333) with Martin Marietta Materials, Inc. to extend the contract for one (1) year through and including September 30, 2025, Public Works.

4. Road Materials, Aggregate for Surface Treatment and Rip Rap (IFB No. 2022-333) with Nobles Materials, LLC to extend the contract for one (1) year through and including September 30, 2025, Public Works.

i. Miscellaneous:

1. Acceptance of the FY 2024-2025 Veterans Treatment Court Grant award in the amount of $400,000, 296th District Court.

2. Acceptance of the Bissell Pet Foundation Empty the Shelters Grant award in the amount of $3,860, Development Services.

3. Adoption of an Order Prohibiting Outdoor Burning in the unincorporated areas of Collin County, Fire Marshal.

4. Exemption from the requirements of the Health Insurance Portability and Accountability Act of 1996 (HIPAA), and further authorize the Human Resources Director to submit proper notice to authorities, Human Resources.

5. Utilize the State of Texas Commercial Charge Card services contract (Texas Smartbuy Contract No. 946-M2) through and including August 31, 2025, Purchasing.

6. Personnel Appointments, Human Resources.

7. Personnel Changes, Human Resources.

2. General Discussion Items:

Presentation, discussion and any action regarding:

a. Exemptions from the markings and inscription section of the updated vehicle policy, Public Works.

3. Executive Session Items:

Executive Session, in accordance with Chapter 551 of the Government Code, to discuss the following subjects:

Legal (551.071)

Haley and Olson, P.C. to file lawsuit against 547 Land Development, LLC and Great Midwest Insurance Company regarding the roadways in Colina Creek Phases 3, 4 and 5, Engineering.

State of Texas v. Warren Kenneth Paxton, Jr. Cause Nos. 1555100, 1555101, 155102, Administrative Services.

Real Estate (551.072)

Right of way acquisition of Parcel 306 for Project RI18005CO, FM 546/Myrick Rd Phase 1 from CR 393 to US 380, Engineering.

Right of way acquisition for the Outer Loop, Engineering.

Any action resulting from the executive session.

The Commissioners Court reserves the right to adjourn into Executive Session at any time during the course of this meeting to discuss any of the matters listed in this agenda, in the order deemed appropriate, as authorized by Chapter 551, Open Meetings, Texas Government Code, Sections 551.071, 551.072, 551.073, 551.074, 551.0745, 551.075 and 551.076, or to seek the advice of its attorney and/or other attorneys representing Collin County on any matter in which the duty of the attorney to the Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with chapter 551 of the Texas Government Code or as otherwise may be permitted under chapter 551.

Public Comments not related to an item on the Agenda. If a member of the public would like to address the Court, a properly completed Public Comment Form must be submitted prior to the start of the meeting. Each speaker shall be limited to a maximum of three (3) minutes for public comments.
