NOTICE OF A REGULAR MEETING

Notice is hereby given that the Collin County Commissioners Court will meet in REGULAR SESSION. Following is the agenda for said meeting:

Call to order. The court will convene in open session for consideration of the following business matters:

Invocation – Commissioner Webb Pledge of Allegiance – Commissioner Fletcher Pledge of Allegiance to the Texas Flag – Commissioner Williams

1. Consent Agenda Items:

a. Disbursements for the period ending August 13, 2024, Auditor.

b. Indigent Defense Disbursements, Auditor.

c. Tax refunds totaling $42,437.37, Tax Assessor-Collector.

d. Advertisement(s):

1. Collin County Courthouse Chilled Water Lines Replacement (IFB No. 2024-419), Facilities.

2. Short-and Long-Term Liability (RFP No. 2024-335), Human Resources.

e. Agreement(s):

1. Personal Services Agreement with Billy Bob Aycock (Contract No. 2024-368) for maintenance of the Collin County Outer Loop right-of-way segment 1, as described in Exhibit A of the agreement, and further authorize the Purchasing Agent to finalize and execute same, Engineering.

2. Engineering Services Agreement with Burns & McDonnell Engineering Company, Inc. (RFQ No. 2023-083) for Collin County Outer Loop Segments 2 & 4 from US 380 to the Rockwall County Line, and further authorize the Purchasing Agent to finalize and execute same; budget adjustment in the amount of $4,000,000, Engineering.

3. Possession and Use Agreement for Transportation Purposes with Additional Payment of Independent Consideration with TxDOT for the US 380 project, Engineering.

f. Amendment(s):

1. Amend the 2018 Tax Note project list, Budget.

2. No. 3 to Audio Video Upgrade for Collin County Courthouse (RFP No. 2021-158) with Ford Audio-Video Systems, LLC to provide various changes to the contract and further authorize the Purchasing Agent to finalize and execute same, Information Technology.

g. Change Order(s):

1. No. 1 to Road Materials, Flexbase (Grade 1, Type A) (Contract No. 2023-343) with GLS Materials & Trucking to extend the contract for one (1) year through and including September 30, 2025, include a price redetermination, and further authorize the Purchasing Agent to finalize and execute same, Public Works.

2. No. 6 to Construction: Collin County Adult Detention Facility, Phase 2 Addition, CUP (IFB No. 2022-299) with Sedalco, Inc. to provide various changes to the contract and further authorize the Purchasing Agent to finalize and execute same, Construction & Projects.

h. Contract Renewal(s):

1. Road Materials, Flexbase (Grade 1, Type A) (IFB No. 2023-343) with Green Dream International LLC to extend the contract for one (1) year through and including September 30, 2025, Public Works.

2. GPS Offender Monitoring (Contract No. 2022-230) with Buddi US LLC to extend the contract for one (1) year through and including August 31, 2025, Purchasing.

i. Budget adjustment(s)/amendment(s):

1. $198,235,000 for the allocation of the FY 2024 Bond proceeds to Facility, Road and Open Space projects, Budget.

2. $194,021 to budget interest earnings for the Adventure Camp, Budget.

3. $2,692,013.08 to re-budget funds received from TxDOT for the sale of land for the US 380 project, Engineering.

j. Filing of the Minute(s), County Clerk:

1. July 22, 2024.

k. Miscellaneous:

1. Increase the cash drawer for the County Clerk from $100 to $500, Auditor.

2. Purchase of 22 cell phones to be used by election judges and workers, Elections.

3. Final plat for Acorn North Phase 2, Engineering.

4. Acceptance of the Sysco Corporation Rewards Program rebate in the amount of $423.19, of which $291.88 to be deposited in the Going the Extra Mile Employee Incentive Program line item and $131.31 to be credited toward prior invoices, and budget amendment for same, Purchasing.

4. Adoption of an order setting the maintenance and operating tax rate for FY 2025.

5. Adoption of an order setting and approving the debt services tax rate for FY 2025.

6. Adoption of an order setting the combined tax rate for FY 2025.

7. Adoption of an order setting and approving the FY 2025 Budget.

8. Adoption of an order setting and approving the Trails of Blue Ridge FY 2025 Budget.

9. Restrictions on funds in compliance with Government Accounting Standards Boards (GASB) Statement Number 54 for FY 2025.

3. Executive Session Items:

Executive Session, in accordance with Chapter 551 of the Government Code, to discuss the following subjects:

FY 2025 Salary for County Auditor.

Any action resulting from the executive session.

The Commissioners Court reserves the right to adjourn into Executive Session at any time during the course of this meeting to discuss any of the matters listed in this agenda, in the order deemed appropriate, as authorized by Chapter 551, Open Meetings, Texas Government Code, Sections 551.071, 551.072, 551.073, 551.074, 551.0745, 551.075 and 551.076, or to seek the advice of its attorney and/or other attorneys representing Collin County on any matter in which the duty of the attorney to the Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with chapter 551 of the Texas Government Code or as otherwise may be permitted under chapter 551.
