NOTICE OF A REGULAR MEETING

Notice is hereby given that the Collin County Commissioners Court will meet in REGULAR SESSION. Following is the agenda for said meeting:

Call to order. The court will convene in open session for consideration of the following business matters:

1. Consent Agenda Items:

1. Professional Service Engineering Service Collin County Regional Trails Master Plan (Agreement No. 2024-405) to Halff Associates, Inc. and further authorize the Purchasing Agent to finalize and execute the Engineer Services Agreement for same, Engineering.

1. Personal Services Agreement with Scott Shoemaker (Contract No. 2024-415) for Case Manager for the VALOR Program, grant exemption from the competitive bid process per Texas Local Government Code 262.024(a)(4), and further authorize the Purchasing Agent to finalize and execute same, 296th District Court.

Personal Services Agreement with Julian Thomas (Contract No. 2024-414) for Mental Health Clinician for the VALOR Program, grant exemption from the competitive bid process per Texas Local Government Code 262.024(a)(4), and further authorize the Purchasing Agent to finalize and execute same, 296th District Court.

3. Elections, Rental Equipment (Contract No. 2024-372) with Election Systems & Software, LLC, grant exemption from the competitive bid process per Local Government Code 262.024(7)(a), Election Systems & Software, LLC as the sole source provider of DS200 election systems and accessories and budget amendment in the amount of $118,550 for same, Elections.

g. Amendment(s):

1. No. 2 to Interlocal Agreement for Environmental Services (Contract No. 2023-302) with the City of Weston to extend the contract for one (1) year through and including September 30, 2025, set the rate for FY2025, and further authorize the Purchasing Agent to finalize and execute same, Development Services.

2. No. 3 to Interlocal Agreement for Environmental Services (Contract No. 2022-040) with the City of Lowry Crossing to extend the contract for one (1) year through and including September 30, 2025, set the rate for FY2025, and further authorize the Purchasing Agent to finalize and execute same, Development Services.

3. No. 3 to Interlocal Agreement for Environmental Services (Contract No. 2021-370) with the City of Melissa to extend the contract for one (1) year through and including September 30, 2025, set the rate for FY2025, and further authorize the Purchasing Agent to finalize and execute same, Development Services.

4. No. 3 to Interlocal Agreement for Environmental Services (Contract No. 2022-039) with the City of Wylie to extend the contract for one (1) year through and including September 30, 2025, set the rate for FY2025, and further authorize the Purchasing Agent to finalize and execute same, Development Services.

5. No. 5 to Interlocal Agreement for Environmental Services (Contract No. 2020-029) with the City of Farmersville to extend the contract for one (1) year through and including September 30, 2025, set the rate for FY2025, and further authorize the Purchasing Agent to finalize and execute same, Development Services.

6. No. 5 to Interlocal Agreement for Environmental Services (Contract No. 2019-372) with the City of Josephine to extend the contract for one (1) year through and including September 30, 2025, set the rate for FY2025, and further authorize the Purchasing Agent to finalize and execute same, Development Services.

7. No. 9 to Election Voting System & Services (Contract No. 2018-241) with Election Systems & Software, LLC to add items to the contract, and further authorize the Purchasing Agent to finalize and execute same; budget amendment in the amount of $262,474, Elections.

h. Contract Renewal(s):

1. Professional Services, Mechanical, Electrical and Plumbing Engineering Services (Contract No. 2023-258) with MD Engineering, LP, LLP to extend the contract for one (1) year through and including September 30, 2025, Construction & Projects.

2. Road Materials, Asphaltic Concrete (IFB No. 2022-283) with Austin Asphalt, Inc. to extend the contract for one (1) year through and including September 30, 2025, Public Works.

3. Road Materials, Asphaltic Concrete (IFB No. 2022-283) with Reynolds Asphalt & Construction Company to extend the contract for one (1) year through and including September 30, 2025, Public Works.

4. Road Materials, Asphaltic Concrete (IFB No. 2022-283) with RK Hall LLC to extend the contract for one (1) year through and including September 30, 2025, Public Works.

i. Budget adjustment(s)/amendment(s):

1. $50,000 to re-budget funds received from Possession and Use Agreements with TxDOT for the US 380 project, Engineering.

2. $250,000 to reallocate funds to cover food supply shortfall in Jail Operations, Sheriff.

The Commissioners Court reserves the right to adjourn into Executive Session at any time during the course of this meeting to discuss any of the matters listed in this agenda, in the order deemed appropriate, as authorized by Chapter 551, Open Meetings, Texas Government Code, Sections 551.071, 551.072, 551.073, 551.074, 551.0745, 551.075 and 551.076, or to seek the advice of its attorney and/or other attorneys representing Collin County on any matter in which the duty of the attorney to the Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with chapter 551 of the Texas Government Code or as otherwise may be permitted under chapter 551.
