NOTICE OF A REGULAR MEETING

Notice is hereby given that the Collin County Commissioners Court will meet in REGULAR SESSION. Following is the agenda for said meeting:

Call to order. The court will convene in open session for consideration of the following business matters:

Invocation – Commissioner Fletcher Pledge of Allegiance – Commissioner Williams Pledge of Allegiance to the Texas Flag – Commissioner Hale

1. Consent Agenda Items:

a. Disbursements for the period ending July 9, 2024, Auditor.

b. Indigent Defense Disbursements, Auditor.

c. Tax refunds totaling $217,755.27, Tax Assessor-Collector.

d. Advertisement(s):

1. Architectural Services for Collin County Courthouse Addition (RFQ No. 2024-337), Construction & Projects.

e. Award(s):

1. Heavy Equipment, End Dump and Belly Dump Trailers (Contract No. 2024-351) to Bruckner Truck Sales, Inc. through Choice Partners Contract No. 24/019TC, Public Works.

f. Change Order(s):

1. No. 4 to CCADF Medical Mental Health Expansion (CSP No. 2023-398) with Sedalco, Inc. to make various changes to the contract, and further authorize the Purchasing Agent to finalize and execute same, Construction & Projects.

g. Contract Renewal(s):

1. Transportation of Election Equipment (RFP No. 2023-204) with Lords Relocation Services, Inc. dba All Points of Texas to extend the contract for one (1) year through and including September 30, 2025, Elections.

2. Liquid Asphalt Application Services (IFB No. 2022-238) with Wopac Construction, Inc. to extend the contract for one (1) year through and including July 31, 2025, Public Works.

3. Tire Rubber Modified Asphalt (Contract No. 2022-345) with Tommy G. Rose d/b/a Rose Contracting, utilizing Denton County Coop. Contract No. 22-2694, to extend the contract through and including July 31, 2025, Public Works.

h. Budget adjustment(s)/amendment(s):

1. $80,000 to replace the drain line at Myers Park and Events Center Show Barn, Facilities.

i. Filing of the Minute(s), County Clerk:

1. June 17, 2024.

2. June 24, 2024.

j. Miscellaneous:

1. Removal of two (2) cash drawers from Development Services in the amount of $300, Auditor.

2. Personnel Appointments, Human Resources.

3. Personnel Changes, Human Resources.

2. General Discussion Items:

Presentation, discussion and any action regarding:

a. 2024 Law Enforcement Compensation Presentation, Human Resources.

b. Conference of Urban Counties Update, Commissioner, Precinct 1.

c. Regional Transportation Council monthly update, Commissioner, Precinct 4.

3. Executive Session Items:

Executive Session, in accordance with Chapter 551 of the Government Code, to discuss the following subjects:

Real Estate (551.072)

Right of way acquisition for Collin County Outer Loop Segment 2, Engineering.

Any action resulting from the executive session.

The Commissioners Court reserves the right to adjourn into Executive Session at any time during the course of this meeting to discuss any of the matters listed in this agenda, in the order deemed appropriate, as authorized by Chapter 551, Open Meetings, Texas Government Code, Sections 551.071, 551.072, 551.073, 551.074, 551.0745, 551.075 and 551.076, or to seek the advice of its attorney and/or other attorneys representing Collin County on any matter in which the duty of the attorney to the Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with chapter 551 of the Texas Government Code or as otherwise may be permitted under chapter 551.

Public Comments not related to an item on the Agenda. If a member of the public would like to address the Court, a properly completed Public Comment Form must be submitted prior to the start of the meeting. Each speaker shall be limited to a maximum of three (3) minutes for public comments.

a. $18,000 to establish the budget for the FY2024 All Rise for Justice Veteran Treatment Court Innovation Grant, Auditor.

b. $400,000 to establish the budget for the FY2025 Veterans Treatment Court Grant, Auditor.

c. $270,000 to establish the budget for the FY2025 Texas Veterans Court Mental Health (VALOR) Grant, Auditor.
