NOTICE OF A REGULAR MEETING

Notice is hereby given that the Collin County Commissioners Court will meet in REGULAR SESSION. Following is the agenda for said meeting:

Call to order. The court will convene in open session for consideration of the following business matters:

Invocation – Commissioner Fletcher Pledge of Allegiance – Commissioner Williams Pledge of Allegiance to the Texas Flag – Judge Hill

1. Consent Agenda Items:

a. Disbursements for the period ending June 25, 2024, Auditor.

b. Indigent Defense Disbursements, Auditor.

c. Tax refunds totaling $94,347.42, Tax Assessor-Collector.

d. Award(s):

1. Services, Cafeteria Management for the Courthouse (RFP No. 2024-114) and further authorize the Purchasing Agent to finalize and execute the services agreement for same, Development Services.

2. Forensic Testing of Controlled Substances (RFQ No. 2024-242) and further authorize the Purchasing Agent to finalize and execute Professional Services Agreement for same, District Attorney.

3. Security Gate Repair Services (Contract No. 2024-225) to various vendors, Facilities.

4. HR/Budget Remodel (Contract No. 2024-350) to Gomez Floor Covering, Inc. through BuyBoard Cooperative Contract No. 728-24, and further authorize the Purchasing Agent to finalize and execute Construction Agreement for same, Facilities.

5. Cyber-Security Strategy Maintenance Agreement to GTS Technology Solutions, Inc., Information Technology.

6. Law Enforcement Uniforms (Coop Contract No. 2024-341) to Galls, LLC through BuyBoard Cooperative Contract No. 670-22, Sheriff.

e. Amendment(s):

1. No. 1 to Interlocal Cooperation Contract between the Collin County Sheriff's Department and the Community Supervision and Corrections Department for the SCORE and VALOR programs (Contract No. 2022-412) to update Article I Section 1.1 A.a., and further authorize the Purchasing Agent to finalize and execute same, Adult Probation.

2. No. 6 to Professional Services, Engineering, FM 2551 from FM 2514 to FM 2170 (Agreement No. 08345-12) with CP&Y, Inc. dba STV Infrastructure to add additional drainage analysis and plan preparation for the mitigation of storm water runoff related to FM 2551 project, and further authorize the Purchasing Agent to finalize and execute same, Engineering.

f. Contract Renewal(s):

1. HVAC Maintenance and Repairs (Contract No. 2021-244) with Houk Air Conditioning, Inc. to extend the contract for one (1) year through and including September 30, 2025, Facilities.

2. HVAC Maintenance and Repairs (Contract No. 2021-244) with Assured Mechanical Solutions, LLC to extend the contract for one (1) year through and including September 30, 2025, Facilities.

3. Road Materials, Emulsified Asphalts (IFB No. 2022-316) with Ergon Asphalt & Emulsions, Inc. to extend the contract for one (1) year through and including September 30, 2025, Public Works.

4. Road Materials, Emulsified Asphalts (IFB No. 2022-316) with P Squared Emulsion Plants, LLC d/b/a P2 Emulsions to extend the contract for one (1) year through and including September 30, 2025, Public Works.

5. Road Materials, Emulsified Asphalts (IFB No. 2022-316) with Wright Asphalt Products Company, LLC d/b/a Wright Asphalt Product Company to extend the contract for one (1) year through and including September 30, 2025, Public Works.

1. Purchase of a table for courtroom, 493rd District Court.

2. Acceptance of the ASPCA Subaru Loves Pets Grant award in the amount of $6,000, Development Services.

3. Lease 75 DS200 Ballot Scanner/Tabulators, 100 ExpressVote Printers, purchase 100 Pollbook laptops, licenses and peripherals, and budget amendment for same, Elections.

4. Allow Dallas Off-Road Bicycle Association to hold "Judgment Day" ride at Sister Grove Park on September 7, 2024, Engineering.

5. Final plat and street sign plan for Shiloh Estates, Engineering.

6. Sale of land to TxDOT for the US 380 Freeway, and Possession and Use Agreement for same, Engineering.

7. Redesignate a portion of County Road 58 as N Celina Pkwy with associated address updates, GIS/Rural Addressing.

8. Personnel Appointments, Human Resources.

9. Personnel Changes, Human Resources.

2. General Discussion Items:

Presentation, discussion and any action regarding:

a. North Central Texas Council of Governments (NCTCOG) Executive Board monthly update, County Judge.

3. Executive Session Items:

Executive Session, in accordance with Chapter 551 of the Government Code, to discuss the following subjects:

Legal (551.071)

Possible litigation against 547 Land Development, LLC and Great Midwest Insurance Company regarding the roadways in Colina Creek phases 3,4 and 5, Engineering.

Real Estate (551.072)

Right of way acquisition of Parcel 15 for Project RI070076, Park Blvd West from Westgate to FM 2514, Engineering.

Sale of land to TxDOT, Engineering.

Any action resulting from the executive session.

The Commissioners Court reserves the right to adjourn into Executive Session at any time during the course of this meeting to discuss any of the matters listed in this agenda, in the order deemed appropriate, as authorized by Chapter 551, Open Meetings, Texas Government Code, Sections 551.071, 551.072, 551.073, 551.074, 551.0745, 551.075 and 551.076, or to seek the advice of its attorney and/or other attorneys representing Collin County on any matter in which the duty of the attorney to the Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with chapter 551 of the Texas Government Code or as otherwise may be permitted under chapter 551.
