NOTICE OF A REGULAR MEETING

Notice is hereby given that the Collin County Commissioners Court will meet in REGULAR SESSION. Following is the agenda for said meeting:

Call to order. The court will convene in open session for consideration of the following business matters:

Invocation – Judge Hill Pledge of Allegiance – Commissioner Williams Pledge of Allegiance to the Texas Flag – Commissioner Hale

1. Consent Agenda Items:

a. Disbursements for the period ending May 28, 2024, Auditor.

b. Indigent Defense Disbursements, Auditor.

c. Tax refunds totaling $335,868.76, Tax Assessor-Collector.

d. Award(s):

1. Construction, Adult Detention Smoke-Heat Detector Replacement (IFB No. 2024-066) to Star Asset Security, LLC, and further authorize the Purchasing Agent to finalize and execute construction agreement for same, Construction & Projects.

2. Cisco Assessment (Coop. Quote 2024-260) to Netsync Network Solutions, Inc. through DIR Contract No. DIR-CPO-4430, Information Technology.

3. Cisco Catalyst 9500 Switches (Coop. Quote No. 2024-298) to Netsync Network Solutions through DIR Contract No. DIR-TSO-4167, Information Technology.

4. On-Site Grinding, Mulching, Tree Trimming and Cutting, including Removal of Debris (IFB No. 2024-199) to various vendors, Public Works.

e. Agreement(s):

1. Letter of engagement for professional services with Bracewell LLP, grant an exemption from the bid process per Texas Local Government Code 262.024(a)(4), and further authorize the Purchasing Agent to finalize and execute same, Auditor.

f. Change Order(s):

1. No. 1 to Construction, Collin County Outer Loop Segment 3C from FM 2478 to US 75 (IFB No. 2023-303) with RPMx Construction, LLC to provide various changes to the contract and further authorize the Purchasing Agent to finalize and execute same, Engineering.

g. Contract Renewal(s):

1. Liquid Asphalt (IFB No. 2022-239) with Wright Asphalt Products Company, LLC d/b/a Wright Asphalt Products Company to extend the contract for one (1) year through and including July 10, 2025, Public Works.

h. Budget adjustment(s)/amendment(s):

1. $135,000 to establish the budget for Probate Contributions Fund for visiting judge line item, Auditor.

2. $6,518 to reallocate funds for the Spay/Neuter Program, Development Services.

i. Receive and File, Auditor:

1. Monthly Financial Reports for January 2024.

2. Monthly Financial Reports for February 2024.

j. Filing of the Minute(s), County Clerk:

1. May 6, 2024.

k. Miscellaneous:

1. FY2024 Investment Policy, Auditor.

2. Grant application for the FY2024 Bulletproof Vest Partnership Grant through the US Justice Department, Office of Justice Programs, Auditor.

3. Sale of land to TxDOT for the US 380 Freeway, Engineering.

4. Creation of a full time position on a temporary basis from June 10, 2024 through and including July 7, 2024 for training purposes with the current County Administrator, Human Resources.

2. General Discussion Items:

Presentation, discussion and any action regarding:

a. Award of Lubricants, Oils and Miscellaneous (IFB No. 2024-202) to various vendors, Public Works.

3. Executive Session Items:

Executive Session, in accordance with Chapter 551 of the Government Code.

Any action resulting from the executive session.

The Commissioners Court reserves the right to adjourn into Executive Session at any time during the course of this meeting to discuss any of the matters listed in this agenda, in the order deemed appropriate, as authorized by Chapter 551, Open Meetings, Texas Government Code, Sections 551.071, 551.072, 551.073, 551.074, 551.0745, 551.075 and 551.076, or to seek the advice of its attorney and/or other attorneys representing Collin County on any matter in which the duty of the attorney to the Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with chapter 551 of the Texas Government Code or as otherwise may be permitted under chapter 551.

Public Comments not related to an item on the Agenda. If a member of the public would like to address the Court, a properly completed Public Comment Form must be submitted prior to the start of the meeting. Each speaker shall be limited to a maximum of three (3) minutes for public comments.
