NOTICE OF A REGULAR MEETING

Notice is hereby given that the Collin County Commissioners Court will meet in REGULAR SESSION. Following is the agenda for said meeting:

Call to order. The court will convene in open session for consideration of the following business matters:

Invocation – Commissioner Fletcher Pledge of Allegiance – Commissioner Williams Pledge of Allegiance to the Texas Flag – Commissioner Webb

1. Consent Agenda Items:

a. Disbursements for the period ending October 17, 2023, Auditor.

b. Indigent Defense Disbursements, Auditor.

c. Tax refunds totaling $29,356.91, Tax Assessor-Collector.

d. Award(s):

1. Goodyear Tires (Contract No. 2024-007) to various vendors through Buyboard Cooperative Contract No. 636-21, Public Works.

2. Vehicles, F150 Trucks for Sheriff Patrol (Contract No. 2024-044) to Silsbee Ford, Inc. through Buyboard Cooperative Contract No. 601-19), Sheriff.

e. Agreement(s):

1. Personal Services Agreement with Brennan Jones (Contract No. 2024-059) for Consultant for the Collin County Veterans Court Program, grant exemption from the competitive bid process per Texas Local Government Code 262.024(a)(4), and further authorize the Purchasing Agent to finalize and execute same, 296th District Court.

2. Interlocal Agreement with the City of Wylie for construction of E. FM 544 (Stone Road) from Alfred Drive to County Line Road, 2007 Bond Project No. RI07092, Engineering.

3. Interlocal Agreement for the Provision of Ambulance Services for the Northern and Eastern Coalition and elected Municipal Utility Districts (Contract No. 2024-058) with the City of Princeton commencing November 1, 2023 through and including October 31, 2024, Fire Marshal.

4. Tax Collection Services Agreement between the Collin County Tax Assessor-Collector and Collin County Municipal Utility District No. 5, Tax Assessor-Collector.

f. Contract Renewal(s):

1. Plumbing Contractor Services (Contract No. 2023-158) with Amundson Plumbing, LLC to extend the contract for one (1) year through and including January 8, 2025, Facilities.

g. Budget adjustment(s)/amendment(s):

1. $850 for FY2023 travel and training expenses, 401st District Court.

h. Receive and File, Auditor:

1. Investment Report (1st Quarter FY2023).

2. Investment Report (2nd Quarter FY2023).

i. Miscellaneous:

1. Grant application and resolution for the FY2024 Indigent Defense Formula Grant through the Texas Indigent Defense Commission, Office of the Governor, Auditor.

2. Designation of the 2024 Commissioners Court regular term meeting dates and times, Commissioners Court.

3. Final plat for Speed Estates, Engineering.

4. Acceptance of the Ford Fleet Network Dealer Credits in the amount of $3,824 to be used for service and parts, Public Works.

5. Personnel Appointments, Human Resources.

6. Personnel Changes, Human Resources.

2. General Discussion Items:

Presentation, discussion and any action regarding:

a. Public Hearing - Consideration and any action for the issuance of a mass gathering permit for the Vintage Market Days event on November 17-19, 2023 at Myers Park Event Center in accordance to Health and Safety Code Chapter 751, Engineering.

b. Jail Expansion/Construction Update, Administrative Services.

c. Boards & Commissions Appointments, Commissioners Court.

d. Regional Transportation Council monthly update, Commissioner, Precinct 4.

3. Executive Session Items:

Executive Session, in accordance with Chapter 551 of the Government Code, to discuss the following subjects:

Real Estate (551.072)

Dallas North Tollway Right of Way, Engineering.

Any action resulting from the executive session.

The Commissioners Court reserves the right to adjourn into Executive Session at any time during the course of this meeting to discuss any of the matters listed in this agenda, in the order deemed appropriate, as authorized by Chapter 551, Open Meetings, Texas Government Code, Sections 551.071, 551.072, 551.073, 551.074, 551.0745, 551.075 and 551.076, or to seek the advice of its attorney and/or other attorneys representing Collin County on any matter in which the duty of the attorney to the Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with chapter 551 of the Texas Government Code or as otherwise may be permitted under chapter 551.

Public Comments not related to an item on the Agenda. If a member of the public would like to address the Court, a properly completed Public Comment Form must be submitted prior to the start of the meeting. Each speaker shall be limited to a maximum of three (3) minutes for public comments.
