NOTICE OF A REGULAR MEETING

Notice is hereby given that the Collin County Commissioners Court will meet in REGULAR SESSION. Following is the agenda for said meeting:

Call to order. The court will convene in open session for consideration of the following business matters:

Invocation – Commissioner Webb Pledge of Allegiance – Commissioner Hale Pledge of Allegiance to the Texas Flag – Commissioner Williams

1. Consent Agenda Items:

a. Disbursements for the period ending September 12, 2023, Auditor.

b. Indigent Defense Disbursements, Auditor.

c. Tax refunds totaling $72,902.20, Tax Assessor-Collector.

d. Award(s):

1. Standby Generator Preventive Maintenance and Equipment Parts & Repairs (Contract No. 2023-192) to various vendors, Facilities.

2. ESRI ArcGIS Software Maintenance (Quote No. 2023-366) to Environmental Systems Research Institute, Inc., Information Technology.

e. Agreement(s):

1. Interlocal Cooperation Contract between the Collin County Sheriff's Office and the Community Supervision and Corrections Department for the SCORE/VALOR programs, Adult Probation.

f. Amendment(s):

1. No. 4 to Interlocal Agreement for Fire Inspection and Fire Plan Review (Contract No. 2019-376) with the Town of New Hope to extend the contract for one (1) year through and including September 30, 2024, and further authorize the Purchasing Agent to finalize and execute same, Fire Marshal.

2. No. 5 to Video Visitation System (Contract No. 2014-259) with Global Tel Link Corporation (GTL) d/b/a ViaPath Technologies to extend the contract for one (1) year through and including September 30, 2024, and further authorize the Purchasing Agent to finalize and execute same, Information Technology.

3. No. 6 to Professional Services, Architectural, Adult Detention Center Expansion, Phase 2 & 3 (Contract No. 2021-353) with Brinkley Sargent Wiginton Architects, Inc. to add repackaging, rebidding and estimating the cost of the Adult Detention Center Phase 2 Medical and Mental Health Addition, and further authorize the Purchasing Agent to finalize and execute same, Construction & Projects.

g. Contract Renewal(s):

1. Software Maintenance for Tax Collection Software (Contract No. 2014-271) with SpindleMedia, Inc. to extend the contract for one (1) year through and including September 30, 2024, Information Technology.

h. Budget adjustment(s)/amendment(s):

1. $31,544 for supplemental salary for various positions within the District Attorney's office, District Attorney.

i. Receive and File, Auditor:

1. Monthly financial reports for July 2023.

j. Filing of the Minute(s), County Clerk:

1. August 21, 2023.

2. August 28, 2023.

k. Miscellaneous:

1. Appoint Ashley McSwain as magistrate pursuant to Sec. 54.2201 of the Texas Government Code, Administrative Services.

2. Appoint Grant Brenna as magistrate pursuant to Sec. 54.2201 of the Texas Government Code, Administrative Services.

3. Acceptance of a PetSmart gift card in the amount of $1.42, Development Services.

4. Accept the roads within Cope Addition 2 for county maintenance, Engineering.

5. Establish one (1) cash drawer in the amount of $200 for EnerGov in the Fire Marshal's Office, Auditor.

6. Redesignation of the east-west part of County Road 9 as WJ Fred Smith Parkway with associated address updates, GIS/Rural Addressing.

7. Rescind Court Order No. 2014-739-10-06, and designate Environmental Systems Research Institute, Inc. as the sole source provider for software maintenance for ArcGIS, and grant an exemption from the competitive bid process per Texas Local Government Code 262.024(7)(a), Purchasing.

8. Acceptance of the FY2023 Justice Assistance Grant in the amount of $19,073, and Exhibit "A" Interlocal Agreement and Exhibit "B" Memorandum of Understanding with the City of Plano, City of McKinney, City of Frisco and the Sheriff's Office for disbursement of the grant award, Sheriff.

2. General Discussion Items:

Presentation, discussion and any action regarding:

a. Texas Fusion Center grant funding, County Judge.

b. Regional Transportation Council monthly update, Commissioner, Precinct 4.

Executive Session, in accordance with Chapter 551 of the Government Code.

Any action resulting from the executive session.

The Commissioners Court reserves the right to adjourn into Executive Session at any time during the course of this meeting to discuss any of the matters listed in this agenda, in the order deemed appropriate, as authorized by Chapter 551, Open Meetings, Texas Government Code, Sections 551.071, 551.072, 551.073, 551.074, 551.0745, 551.075 and 551.076, or to seek the advice of its attorney and/or other attorneys representing Collin County on any matter in which the duty of the attorney to the Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with chapter 551 of the Texas Government Code or as otherwise may be permitted under chapter 551.

Public Comments not related to an item on the Agenda. If a member of the public would like to address the Court, a properly completed Public Comment Form must be submitted prior to the start of the meeting. Each speaker shall be limited to a maximum of three (3) minutes for public comments.
