NOTICE OF A REGULAR MEETING
Notice is hereby given that the Collin County Commissioners Court will meet in REGULAR SESSION. Following is the agenda for said meeting:
Call to order. The court will convene in open session for consideration of the following business matters:
Invocation – Commissioner Fletcher Pledge of Allegiance – Judge Hill Pledge of Allegiance to the Texas Flag – Commissioner Webb
1. Consent Agenda Items:
a. Disbursements for the period ending August 8, 2023, Auditor.
b. Indigent Defense Disbursements, Auditor.
c. Award(s):
1. In-building Fiber Distributed Antenna System (Contract No. 2023-253) through DIR Cooperative Contract No. DIR-TSO-4101, Construction & Projects.
2. Firearms, Ammunition, and Accessories (IFB No. 2023-218) to various vendors, Sheriff.
3. Inmate Food Service Management (RFP No. 2022-368), Sheriff.
d. Agreement(s):
1. Assessment Collection Services Agreement between the Collin County Tax Assessor-Collector and the City of Lavon for the Trails of Lavon Public Improvement District, Tax Assessor-Collector.
2. Assessment Collection Services Agreement between the Collin County Tax Assessor-Collector and the City of Lowry Crossing for the Simpson Road Operations and Maintenance Public Improvement District, Tax Assessor-Collector.
3. Assessment Collection Services Agreement between the Collin County Tax Assessor-Collector and the City of Lowry Crossing for the Simpson Road Public Improvement District, Tax Assessor-Collector.
e. Budget adjustment(s)/amendment(s):
1. $57,546.90 to move funds from a completed project to projects with negative balances, Engineering.
2. $75,000 to increase Maintenance & Operations to cover FY2023 expenses, Medical Examiner.
f. Miscellaneous:
1. Proposed bond election and order calling a bond election to be held on November 7, 2023 within the County, making provisions for the conduct of the election and other provisions relating thereto, Administrative Services.

2. General Discussion Items:
Presentation, discussion and any action regarding:
a. Regional Transportation Council monthly update, Commissioner, Precinct 4.
3. Executive Session Items:
Executive Session, in accordance with Chapter 551 of the Government Code.
Any action resulting from the executive session.
The Commissioners Court reserves the right to adjourn into Executive Session at any time during the course of this meeting to discuss any of the matters listed in this agenda, in the order deemed appropriate, as authorized by Chapter 551, Open Meetings, Texas Government Code, Sections 551.071, 551.072, 551.073, 551.074, 551.0745, 551.075 and 551.076, or to seek the advice of its attorney and/or other attorneys representing Collin County on any matter in which the duty of the attorney to the Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with chapter 551 of the Texas Government Code or as otherwise may be permitted under chapter 551.
Public Comments not related to an item on the Agenda. If a member of the public would like to address the Court, a properly completed Public Comment Form must be submitted prior to the start of the meeting. Each speaker shall be limited to a maximum of three (3) minutes for public comments.
