NOTICE OF A REGULAR MEETING

Notice is hereby given that the Collin County Commissioners Court will meet in REGULAR SESSION. Following is the agenda for said meeting:

Call to order. The court will convene in open session for consideration of the following business matters:

Invocation – Judge Hill Pledge of Allegiance – Commissioner Williams Pledge of Allegiance to the Texas Flag – Commissioner Webb

1. Presentation/Recognition:

a. Retirement of Justice of the Peace, Precinct 2, Justice of the Peace, Precinct 3-1 and Justice of the Peace, Precinct 4.

2. Consent Agenda Items:

a. Disbursements for the period ending December 6, 2022, Auditor.

b. Indigent Defense Disbursements, Auditor.

c. Award(s):

1. IDPA 5800 Storage Expansion (Coop Quote No. 2023-135) to Unique Digital Technology, LLC through DIR Contract No. DIR-TSO-4299, budget adjustment in the amount of $117,233 for same, Information Technology.

d. Agreement(s):

1. Consulting Services Agreement with The Nature Conservancy for continued prairie restoration and maintenance at Parkhill Prairie, and further authorize the Purchasing Agent to finalize and execute same; budget adjustment in the amount of $41,000, Engineering.

e. Amendment(s):

1. No. 5 to Consulting Services: Phase III Implementation P25 Trunked Radio System Replacement (Contract No. 2017-086) with Mission Critical Partners, LLC to extend the contract for one year through and including December 31, 2023, and further authorize the Purchasing Agent to finalize and execute same, Sheriff.

f. Contract Renewal(s):

1. Host-Neutral Distributed Antenna System (Contract No. 2020-321) with Newbridge Wireless, LLC to extend the contract for one (1) year through and including December 12, 2023, Information Technology.

g. Budget adjustment(s)/amendment(s):

1. $75.21 to re-budget a refund received for overpayment of recording fees on the purchase of one (1) parcel, Engineering.

h. Receive and File, Auditor:

1. Myers Park (FY2020).

2. Justice of the Peace, Precinct 2 (FY2021).

3. Sheriff's Office Commissary (FY2021).

4. Monthly financial reports for September 2022.

i. Miscellaneous:

1. Updates to the final plat of Providence Point Phase 2, Engineering.

2. Final plat and street sign plan for Summit Ranch, Engineering.

3. Acceptance of the FY2023 Body Worn Camera Program Grant award in the amount of $18,689.53 through the Office of the Governor, Sheriff.

4. Personnel Appointments, Human Resources.

5. Personnel Changes, Human Resources.

3. General Discussion Items:

Presentation, discussion and any action regarding:

a. Overtime compensation for Collin County employees, County Judge.

b. Boards & Commissions Appointments, Commissioners Court.

c. Regional Transportation Council monthly update, Commissioner, Precinct 4.

4. Executive Session Items:

Executive Session, in accordance with Chapter 551 of the Government Code, to discuss the following subjects:

Legal (551.071)

Pickrell et al v. Collin County, Texas et al 3:22-cv-02425-D, Administrative Services.

Security (551.076)

Adoption of a policy prohibiting TikTok on Collin County networks and devices, Information Technology.

Any action resulting from the executive session.

The Commissioners Court reserves the right to adjourn into Executive Session at any time during the course of this meeting to discuss any of the matters listed in this agenda, in the order deemed appropriate, as authorized by Chapter 551, Open Meetings, Texas Government Code, Sections 551.071, 551.072, 551.073, 551.074, 551.0745, 551.075 and 551.076, or to seek the advice of its attorney and/or other attorneys representing Collin County on any matter in which the duty of the attorney to the Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with chapter 551 of the Texas Government Code or as otherwise may be permitted under chapter 551.

Public Comments not related to an item on the Agenda. If a member of the public would like to address the Court, a properly completed Public Comment Form must be submitted prior to the start of the meeting. Each speaker shall be limited to a maximum of three (3) minutes for public comments.
