NOTICE OF A REGULAR MEETING

Notice is hereby given that the Collin County Commissioners Court will meet in REGULAR SESSION. Following is the agenda for said meeting:

Call to order. The court will convene in open session for consideration of the following business matters:

Invocation –Commissioner Fletcher Pledge of Allegiance – Commissioner Williams Pledge of Allegiance to the Texas Flag – Judge Hill

1. Consent Agenda Items:

a. Disbursements for the period ending November 15, 2022, Auditor.

b. Indigent Defense Disbursements, Auditor.

c. Advertisement(s):

1. Grounds Maintenance Equipment (IFB No. 2023-081), Public Works.

d. Award(s):

1. Construction Manager-Agent (RFQ No. 2022-262) and further authorize the Purchasing Agenda to finalize and execute the Professional Services Agreement for same, Construction Projects.

2. Annual Office Furniture (Contract 2023-097) to Plano Office Supply Co. utilizing the Collin County Community College District Contract, Annual HON blanket purchase agreement, Purchasing.

3. Office Furniture Contract - Multi Party Buying Agreement (Contract 2023-102) utilizing Collin County Community College District Contract, Furniture - Annual Contract to purchase furniture items from a multi-vendor contract accepted and approved by Collin County Community College District, Purchasing.

e. Agreement(s):

1. Letter of engagement for legal services with Flowers, Davis, P.L.L.C. and grant an exemption from the bid process per Texas Local Government Code 262.024(a)(4), and further authorize the Purchasing Agent to finalize and execute same, Administrative Services.

2. Interlocal Agreement with the City of Farmersville concerning the Rambler Park Project, 2018 Bond Project No. OI18PG27, Engineering.

3. Interlocal Agreement with the City of Farmersville concerning the Onion Shed Improvements Project, 2018 Bond Project No. OI18PG28, Engineering.

4. Interlocal Agreement for School Resource Officer Services (Contract No. 2023-125) with Blue Ridge ISD through and including September 30, 2025, Sheriff.

5. Assessment Collection Services Agreement between the Collin County Tax Assessor-Collector and the City of Anna for the AnaCapri Public Improvement District Improvement Area No. 1, Tax Assessor-Collector.

6. Assessment Collection Services Agreement between the Collin County Tax Assessor-Collector and the City of Anna for the AnaCapri Public Improvement District Improvement Area No. 2A, Tax Assessor-Collector.

f. Amendment(s):

1. No. 1 to Interlocal Agreement for Ambulance Services (Contract No. 2022-053) with the Blue Meadow Municipal Utility District No. 1 to extend the contract for one (1) year through and including October 31, 2023, set the rate for FY2023, and further authorize the Purchasing Agent to finalize and execute same, Fire Marshal.

2. No. 4 to Interlocal Agreement for Ambulance Services (Contract No. 2019-087) with the City of Blue Ridge to extend the contract for one (1) year through and including October 31, 2023, set the rate for FY2023, and further authorize the Purchasing Agent to finalize and execute same, Fire Marshal.

3. No. 4 to Interlocal Agreement for Ambulance Services (Contract No. 2019-092) with the City of Nevada to extend the contract for one (1) year through and including October 31, 2023, set the rate for FY2023, and further authorize the Purchasing Agent to finalize and execute same, Fire Marshal.

4. No. 4 to Interlocal Agreement for Ambulance Services (Contract No. 2019-094) with the City of Weston to extend the contract for one (1) year through and including October 31, 2023, set the rate for FY2023, and further authorize the Purchasing Agent to finalize and execute same, Fire Marshal.

g. Change Order(s):

1. No. 1 to Vending Services (IFB No. 2021-230) with SPG Vending Solutions, LLC to extend the contract for one (1) year through and including November 30, 2023, include a price redetermination, and further authorize the Purchasing Agent to finalize and execute same, Administrative Services.

h. Budget adjustment(s)/amendment(s):

1. $315,645.43 to reallocate returned and unused funds to the 2007 Discretionary Account for future allocation, Engineering.

2. $131.20 to re-budget a refund received for overpayment of recording fees on two (2) parcels, Engineering.

i. Miscellaneous:

1. Canvass the results of the November 8, 2022 General and Special Elections, Elections.

2. Payment of various invoices in the amount of $2,616.90 utilizing Inmate Commissary Funds, Sheriff.

3. Payment of various invoices in the amount of $9,756.50 utilizing Inmate Commissary Funds, Sheriff.

4. Acceptance of the COVID-19 Detection and Mitigation in Confinement Facilities Grant award (Contract No. HHS001193700005) in the amount of $1,138,031 through the Texas Department of State Health Services, Sheriff.

5. Acceptance of the 2021 SCAAP grant award in the amount of $352,725 through the US Department of Homeland Security, Sheriff.

6. Purchase of service weapon at the replacement cost of $409, Sheriff.

7. Personnel Appointments, Human Resources.

8. Personnel Changes, Human Resources.

Presentation, discussion and any action regarding:

a. Boards & Commissions Appointments, Commissioners Court.

3. Executive Session Items:

Executive Session, in accordance with Chapter 551 of the Government Code, to discuss the following subjects:

Real Estate (551.072)

Acquisition of land on County Road 123 for the US 380 Freeway, Engineering.

Acquisition of property for the US 380 Freeway, Engineering.

Security (551.076)

School Safety, Sheriff.

Any action resulting from the executive session.

The Commissioners Court reserves the right to adjourn into Executive Session at any time during the course of this meeting to discuss any of the matters listed in this agenda, in the order deemed appropriate, as authorized by Chapter 551, Open Meetings, Texas Government Code, Sections 551.071, 551.072, 551.073, 551.074, 551.0745, 551.075 and 551.076, or to seek the advice of its attorney and/or other attorneys representing Collin County on any matter in which the duty of the attorney to the Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with chapter 551 of the Texas Government Code or as otherwise may be permitted under chapter 551.

Public Comments not related to an item on the Agenda. If a member of the public would like to address the Court, a properly completed Public Comment Form must be submitted prior to the start of the meeting. Each speaker shall be limited to a maximum of three (3) minutes for public comments.
