NOTICE OF A REGULAR MEETING

Notice is hereby given that the Collin County Commissioners Court will meet in REGULAR SESSION. Following is the agenda for said meeting:

Call to order. The court will convene in open session for consideration of the following business matters:

Invocation – Commissioner Hale Pledge of Allegiance – Commissioner Webb Pledge of Allegiance to the Texas Flag – Commissioner Fletcher

1. Consent Agenda Items:

a. Disbursements for the period ending November 1, 2022, Auditor.

b. Indigent Defense Disbursements, Auditor.

c. Award(s):

1. Garage, Overhead & Sliding Door Maintenance & Repairs (Contract No. 2022-160) to various vendors, Facilities.

d. Agreement(s):

1. Letter of engagement for professional services with Banowsky, P.C., grant an exemption from the bid process per Texas Local Government Code 262.024(a)(4), and further authorize the Purchasing Agent to finalize and execute same, Administrative Services.

2. Interlocal Agreement with the City of Celina for the Celina Public Library in the amount of $21,462, effective October 1, 2022 through and including September 30, 2023, Budget.

3. Interlocal Agreement with the City of Farmersville for the Charles J. Rike Memorial Library in the amount of $34,340, effective October 1, 2022 through and including September 30, 2023, Budget.

4. Interlocal Agreement with the City of Princeton for the Princeton Community Library in the amount of $30,048, effective October 1, 2022 through and including September 30, 2023, Budget.

5. Interlocal Agreement for Animal Control and Animal Shelter Services (Contract No. 2023-077) with Magnolia Pointe Municipal Utility District No. 1, Development Services.

6. Interlocal Agreement with the Town of Fairview concerning the construction of the Stacy Road to Monarch Park Trail Connection project, 2018 Bond Project No. OI18PG25, Engineering.

7. Assessment Collection Services Agreement between the Collin County Tax Assessor-Collector and the City of Princeton for the Eastridge Public Improvement District, Tax Assessor-Collector.

8. Assessment Collection Services Agreement between the Collin County Tax Assessor-Collector and the City of Princeton for the Winchester Public Improvement District No. 2, Tax Assessor-Collector.

e. Amendment(s):

1. No. 1 to Cyber Insurance Coverage (Contract No. 2022-288) with Harding-Conley-Drawert-Tinch Insurance Agency, Inc. to modify contract dates to ensure no lapse in coverage, and further authorize the Purchasing Agent to finalize and execute same, Human Resources.

2. No. 2 to Interlocal Agreement for Jail Services (Contract No. 2020-366) with the City of Celina to extend the contract for one (1) year through and including September 30, 2023, set the rate for FY2023, and further authorize the Purchasing Agent to finalize and execute same, Sheriff.

3. No. 3 to Interlocal Agreement: COVID-19 Emergency Rental Assistance Program (Contract No. 2021-393) with the City of Allen to increase administration cost reimbursement from 10% to 10.3%, and further authorize the Purchasing Agent to finalize and execute same, Administrative Services.

f. Change Order(s):

1. No. 2 to Equipment, Lease: Road Construction & ROW Maintenance Equipment (IFB No. 2019-303) with Herc Rentals, Inc. to extend the contract for one (1) year through and including October 27, 2023, change Line 6, and further authorize the Purchasing Agent to finalize and execute same, Public Works.

2. No. 2 to Equipment, Lease: Road Construction & ROW Maintenance Equipment (IFB No. 2019-303) with Star Tractor, Ltd. to extenx the contract for one (1) year through and including October 27, 2023, make various changes to the contract, and further authorize the Purchasing Agent to finalize and execute same, Public Works.

g. Contract Renewal(s):

1. Interlocal Agreement for Jail Services, Out of County Housing (Contract No. 2022-071) with Red River County to extend the contract for one (1) year through and including September 30, 2023, Sheriff.

h. Receive and File, Auditor:

1. District Clerk (3rd & 4th Quarters FY2020).

2. Justice of the Peace, Precinct 1 (FY2020).

3. Justice Center & Minimum Security Kitchens Inventory (1st & 2nd Quarters FY2021).

4. Constable, Precinct 1 (FY2021).

5. Sheriff Office Justice Center Kitchen Inventory (2nd Quarter FY2022).

j. Miscellaneous:

1. Designation of the 2023 Commissioners Court regular term meeting dates and times, Commissioners Court.

2. Dallas Regional Mobility Coalition membership and payment of annual dues in the amount of $11,250.00, Commissioner, Precinct 4.

3. Redesignation of Private Roads 5847, 5848, 5849, 5850, 5851, 5852, 5853 & 5854, GIS/Rural Addressing.

4. Redesignation of Private Road 5855 as Hideaway Trail with associated address updates, GIS/Rural Addressing.

5. Amended list of equipment manufacturers for IT procurement standards, Information Technology.

6. Reject all proposals received for County Website Solution (RFP No. 2022-299), Information Technology.

7. Add two (2) seized vehicles to the Sheriff's Office fleet to be used for investigative purposes, and budget amendment in the amount of $10,000 for fuel, maintenance, and make ready fees utilizing State Forfeiture Funds, Sheriff.

8. Personnel Appointments, Human Resources.

9. Personnel Changes, Human Resources.

2. Executive Session Items:

Executive Session, in accordance with Chapter 551 of the Government Code, to discuss the following subjects:

Real Estate (551.072)

Right of way acquisition for the Collin County Outer Loop from FM 2478 to US 75, Engineering.

Any action resulting from the executive session.

The Commissioners Court reserves the right to adjourn into Executive Session at any time during the course of this meeting to discuss any of the matters listed in this agenda, in the order deemed appropriate, as authorized by Chapter 551, Open Meetings, Texas Government Code, Sections 551.071, 551.072, 551.073, 551.074, 551.0745, 551.075 and 551.076, or to seek the advice of its attorney and/or other attorneys representing Collin County on any matter in which the duty of the attorney to the Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with chapter 551 of the Texas Government Code or as otherwise may be permitted under chapter 551.

Public Comments not related to an item on the Agenda. If a member of the public would like to address the Court, a properly completed Public Comment Form must be submitted prior to the start of the meeting. Each speaker shall be limited to a maximum of three (3) minutes for public comments.
