NOTICE OF A REGULAR MEETING

Notice is hereby given that the Collin County Commissioners Court will meet in REGULAR SESSION. Following is the agenda for said meeting:

Call to order. The court will convene in open session for consideration of the following business matters:

Personal Services Agreement (Contract No. 2022-067) with Justin Ewing for Case Manager for the North Texas Regional Veterans Court Program, grant exemption from the competitive bid process per Texas Local Government Code 262.04(a)(4), and further authorize the Purchasing Agent to finalize and execute same, 296th District Court.

3. Engagement letter with Pattillo, Brown & Hill, LLP for the FY2021 County audit, Auditor.

4. Interlocal Agreement with the City of Lavon concerning the Bear Creek Trail Creek Crossing Connector project (Bond Project No. OI18PG16), Engineering.

5. Interlocal Agreement with the City of Frisco concerning the Independence Hike & Bike Trail project (Bond Project No. OI18PG14), Engineering.

6. Interlocal Agreement for Jail Services (Agreement No. 2022-070) with Franklin County through and including September 30, 2022, Sheriff.

7. Interlocal Agreement for Jail Services (Agreement No. 2022-071) with Red River County through and including September 30, 2022, Sheriff.

f. Amendment(s):

1. No. 2 to Fire Inspection & Fire Plan Review (Agreement No. 2019-151) with the City of Lavon to extend the contract for one (1) year through and including September 30, 2022, and further authorize the Purchasing Agent to finalize and execute same, Fire Marshal.

2. No. 5 to Professional Services, Psychological Assessment (Contract No. 2015-227) with Kristi Compton, Ph.D., P.C. to extend the contract for one (1) year through and including September 30, 2022, replace Exhibit A, and further authorize the Purchasing Agent to finalize and execute same, Purchasing.

g. Change Order(s):

1. No. 3 to Construction, Road: Outer Loop Access Road, Dallas Pkwy. to East of SH 289 (IFB No. 2019-109) with Mario Sinacola & Sons Excavating, Inc. to make various changes to the contract, and further authorize the Purchasing Agent to execute and finalize same, Engineering.

1. Budget adjustments for FY2022 approved projects to be funded with bond savings, Budget.

2. $10,088 to reallocate funds for the Spay/Neuter Program, Development Services.

1. Consideration and Possible Approval of Applicable Elected Representative Pursuant to Section 147(f) of the Internal Revenue Code of 1986 for Revenue Bonds Proposed to be Issued by the Collin County Housing Finance Corporation in an Aggregate Principal Amount Not to Exceed $25,000,000 to Finance the Acquisition and Construction and Equipping of a Residential Rental Development for Seniors in the City of Anna by Anna Senior Living, LLC, Commissioners Court.

2. Final plat of Bridgewater Phase 8, Engineering.

3. Accept the roads within Colina Creek Estates Phase 2 for county maintenance, Engineering.

4. Accept the roads within Liberty Square for county maintenance, Engineering.

5. Acceptance of the Juvenile Drug Court Grant award in the amount of $45,000, through the Office of the Governor, Criminal Justice Division, Juvenile Probation.

6. Acceptance of the C.T.D. Program (CSE-IT, TREAT IT, DIVERT IT) Grant award in the amount of $120,000, through the Office of the Governor, Criminal Justice Division, Juvenile Probation.

7. Acceptance of the Juvenile Mental Health Court Grant award in the amount of $153,678.90, through the Office of the Governor, Criminal Justice Division, Juvenile Probation.

Executive Session Items:

Executive Session, in accordance with Chapter 551 of the Government Code, to discuss the following subjects:

Real Estate (551.072)

Negotiations on tracts of land of the future US 380 Freeway Corridor, Engineering.

Any action resulting from the executive session.

The court reserves the right to convene into executive session throughout this meeting.
