NOTICE OF REGULAR CITY COUNCIL MEETING NOTICE IS HEREBY GIVEN THAT THE CITY COUNCIL OF THE CITY OF ROSENBERG, FORT BEND COUNTY, TEXAS, WILL MEET IN REGULAR SESSION OPEN TO THE PUBLIC AS FOLLOWS:

DATE: Tuesday, January 7, 2020 TIME: 6:30 p.m. PLACE: Rosenberg City Hall City Hall Council Chamber 2110 4th Street Rosenberg, Texas 77471 PURPOSE: Regular City Council Meeting, agenda as follows:

The City Council reserves the right to adjourn into Executive Session at any time during the course of this meeting to discuss any of the matters listed below, as authorized by Title 5, Chapter 551, of the Texas Government Code.

Call to order: City Hall Council Chamber

Invocation and Pledge of Allegiance. (Pastor Benjamin Davis, The Pentecostals of Rosenberg)

Presentation of Image Committee Holiday Lighting and Decorating Awards. (William Benton, Mayor)

GENERAL COMMENTS FROM THE AUDIENCE. Citizens who have registered with the City Secretary prior to the meeting being called to order and desire to address the City Council with comments of a general nature, as it relates to the City of Rosenberg, will be heard at this time. Speakers can only speak once during any meeting, either under General Comments or under a specific agenda item. Each speaker is limited to three (3) minutes, except that a speaker who addresses the City Council through a translator is limited to six (6) minutes. Speakers making personal, impertinent, profane or slanderous remarks may be removed from the room and shall be barred from reentering the Chamber during the session of City Council. In accordance with the Texas Open Meetings Act, the City Council is restricted from discussing or taking action on items not listed on the agenda. It is our policy to have all speakers identify themselves by providing their name and residential address when making comments.

CONSENT AGENDA

1. Review of Consent Agenda. All Consent Agenda items listed are considered to be routine by the City Council and may be enacted by one (1) motion. There will be no separate discussion of Consent Agenda items unless a City Council Member has requested that the item be discussed, in which case the item will be removed from the Consent Agenda and considered in its normal sequence on the Regular Agenda.

REGULAR AGENDA

2. Hold first public hearing on a Strategic Partnership Agreement by and between the City and Fort Bend County Municipal Utility District No. 218 (Sunset Crossing). (Travis Tanner, Executive Director of Community Development)

3. Consideration of and action on Ordinance No. 2020-02, an Ordinance amending the Code of Ordinances by deleting all of Section 28-41(a) and (c), Stop Signs Designated, of Article II, Division 2 of Chapter 28, Stop Streets, and substituting therefor a new Section 28-41 (a) and (c) of Article II, Division 2 of Chapter 28 thereof; providing for a change from a one-way stop to a three-way stop at the intersection of Bryan Road and Oakland Valley Drive; providing a penalty in an amount of not less than $1.00 or more that $200.00 for violation of any provision hereof; repealing all ordinances or parts of ordinances inconsistent or in conflict herewith; providing for severability; and providing an effective date. 4. Consideration of and action on Resolution No. R-2887, a Resolution authorizing the City Manager to negotiate and execute, for and on behalf of the City, a Subrecipient Agreement for Public Improvement Project by and between the City and Fort Bend County for Community Development Block Grant (CDBG) funding of the North Rosenberg Water Distribution Improvements Project – Phase VII, in the amount of $519,169.00. (Rigo Calzoncin, Executive Director of Public Services)

5. Consideration of and action on Ordinance No. 2020-01, an Ordinance amending the Code of Ordinances by deleting the entirety of Chapter 19, entitled, “Municipal Court”, and substituting therefor a new Chapter 19; providing for severability; and, providing for an effective date. (Joyce Vasut, Assistant City Manager)

6. Discuss proposed City Charter amendments, and take action as necessary. (Grady Randle, City Attorney)

7. Review and discuss City Council’s intent to call for and proceed with an initiative action on the May 2020 ballot related to the proposed Travis Park Splash Pad Project, with such election to be called at a future date in compliance with state election laws, and take action as necessary to direct staff. (Travis Tanner, Executive Director of Community Development)

8. Review and discuss City Council’s intent to call for and proceed with an initiative action on the May 2020 ballot related to the proposed Seabourne Creek Nature Center, with such election to be called at a future date in compliance with state election laws, and take action as necessary to direct staff.
