NOTICE OF A REGULAR MEETING

Notice is hereby given that the Collin County Commissioners Court will meet in REGULAR SESSION. Following is the agenda for said meeting:

COMMISSIONERS COURT MEETING

1. Call to order. The court will convene in open session for consideration of the following business matters:

4. Consent agenda to approve:

a. Disbursements for the period ending February 28, 2017, Auditor.

b. Agreement(s):

1. Interlocal Agreement with the City of Plano for the design and construction of 15th Street reconstruction from G Ave. to US 75 (Bond Project No. 07-063) and budget amendment in the amount of $2,000,000 for same. County participation NTE $2,600,000, Engineering.

2. First Modification of the Interlocal Agreement with the City of Plano for Disaster Recovery Support to the County to incorporate language to allow the county to reimburse the City of Plano for the costs incurred to prepare the space for the disaster recovery equipment, Information Technology.

c. Amendment(s):

1. No. 10 to the Interlocal Agreement with the Town of New Hope for Animal Control and Animal Shelter Services to set the rate for FY2017 for an annual amount of $4,125, extend the contract for one (1) year through and including September 30, 2017 and further authorize the Purchasing Agent to finalize and execute same, Development Services.

d. Ratification of the County Judge's prior approval:

1. Advertise for Services, Detention Slider Door Repairs (IFB No. 2017-161), Purchasing.

2. County overtime for the pay period ended February 26, 2017, Human Resources.

e. Budget adjustment(s)/amendment(s):

1. $10,569 to reallocate funds for the Spay/Neuter Program, Development Services.

2. $1,466,487 for FY2016 Bond Issue, Auditor.

f. Filing of the Minute(s), County Clerk:

1. February 13, 2017.

g. Miscellaneous

1. Final Plat for Hunters Lake, Engineering.

2. Re-plat of The Hills of Lone Star Phase 1, lot 6/7R, Engineering.

3. Personnel Appointments, Human Resources.

GENERAL DISCUSSION

Presentation, discussion and any action regarding:

a. Bail Bond Board.

6. 85th Legislative Agenda for 2017, Commissioners Court.

a. HJR 73 Proposing a constitutional amendment to restrict the power of the legislature to mandate requirements on a municipality or county.

b. SB 292 Creation of a grant program to reduce recidivism, arrest, and incarceration of individuals with mental illness.

c. Guardian Ad Litem payment structure.

d. Supporting vehicle registration block for nonpayment of tolls by habitual violators.

7. Possible future agenda items by Commissioners Court without discussion.

EXECUTIVE SESSION (upon recess of GENERAL DISCUSSION)

Executive Session, in accordance with Chapter 551 of the Government Code, to discuss the following subjects:

Collin County Felony Indigent Defense Plan and Texas Local Government Code Sec. 74.093, Commissioners Court.

Real Estate (551.072)

Award from the Special Commissioners Hearing regarding the Anna Outer Loop Ltd. parcel for the acquisition of right-of-way required for the future construction of the Collin County Outer Loop – US Highway 75 Interchange, Special Projects.

Any action resulting from the executive session.

The court reserves the right to convene into executive session throughout this meeting.
